Chatswood is governed locally by the City of Willoughby. This council is very staid and proper in it’s procedures, so the approval process for permits takes a long time.
You won’t need a permit if you can site the skip bin entirely on your own privately owned land, so this is the best strategy if you can manage it. This way you don’t have to bother with the waiting times, you don’t need approval, you don’t have to spend extra money, and there are no restrictions imposed on you by the council.
In those situations where you can’t possibly fit the bin on your own land, you definitely will need a permit. By the way, don’t be tempted to try and save money by getting a skip bin placed on public land and not bothering to get the permit, because it’s really unlikely that nobody would notice, and if you get caught the penalty is severe.
The City of Willoughby takes a slow and methodical approach to permit approval, even going as far as to consult an engineer. You’ll need to allow at least two weeks for the assessment to be made. The permit fee is non-refundable, so even if a decision is made not to grant the permit, you won’t get your money back.
For all the fuss and bother, this council also only allows skip bins to be placed on public land for a maximum of 3 days, and unusually also requires the bin to be removed from a road or sidewalk location after sunset. Most other councils are satisfied if the bin simply has lights or reflectors fitted.
Because of all the complications and restrictions that you’ll encounter with situating a skip bin on public land in this suburb, it’s definitely best to avoid the need for it when you have the option to locate the bin on your own land.
