Heathcote in NSW is governed by the Sutherland Shire Council, and Heathcote in Victoria is governed by the City of Greater Bendigo. Jim’s provides services to both of these locations, so we’ll give details for both.
In both of the Heathcotes, you won’t need a permit for a skip bin that is located entirely on your own privately owned land. It’s when the bin needs to be placed on public land that you will need to seek approval.
The Sutherland Shire Council is quite open to skip bin placement on public land, with the requirements that the bin must not obstruct traffic or pedestrians must not cause any damage to property and infrastructure, and must not obstruct the line of sight for motorists. This council offers permits valid for 2 days, 5 days, or 10 days, and the permits can be renewed. There is different fee for each type.
Where many councils are primarily concerned with road safety when it comes to skip bins, in the Bendigo region the main concerns are fire prevention and minimization of environmental risk. In July 2018, the council for the City of Greater Bendigo updated its Administration Local Law No. 10 to require a permit for the placement of skip bins on road reserves and nature strips.
As stated, if your skip bin is on private land, you don’t need a permit, but you will need one otherwise. Permits for Heathcote in Victoria are not automatically granted. The council will decide based on the compliance with the Vic Roads Code of Practice for the Placement of Waste Bins, and demonstration of appropriate public liability insurance.
This makes Heathcote in Victoria (along with the rest of the Greater Bendigo Region) a much more difficult place to get a skip bin permit than most other areas of Australia. For best results, ensure your skip bin is entirely on your own privately owned land and then you’ll have no need for a permit.
